President William Ruto Wednesday designated Musalia Mudavadi as the Acting Cabinet Secretary for all vacant ministerial positions. This announcement was made official through a Gazette Notice dated July 12, 2024.
The notice states, “That pursuant to Article 152 (5) (a) of the Constitution, Hon. Wycliffe Musalia Mudavadi, E.G.H., is assigned as the Acting Cabinet Secretary in all vacant ministerial portfolios.”
This development follows the recent dismissal of the Attorney General and all 21 Cabinet Secretaries, as announced on July 11. Ruto’s decision to dissolve his Cabinet left several key ministries, including the strategic National Treasury and Interior ministries, without permanent leadership. Mudavadi’s role is meant to maintain the functionality and decision-making processes within these ministries.
President Ruto justified his decision to dissolve the Cabinet by stating, “Upon reflection, listening keenly to what the people of Kenya have said, and after a holistic appraisal of the performance of the Cabinet and its achievements and challenges.” He emphasized that this move is part of a broader strategy to engage in extensive consultations across various sectors and political formations as he works to form his next Cabinet.
Meanwhile, the dismissal of the Attorney General has sparked legal challenges, with claims that the process was not procedural. Mudavadi, who was exempted from the mass sacking, continues to serve as the Prime Cabinet Secretary and Cabinet Secretary for Foreign Affairs.
