Prime Cabinet Secretary Musalia Mudavadi reassured Kenyans Tuesday that the government has not signed any agreement with Adani Airports Holdings Limited regarding the infrastructure upgrade of Jomo Kenyatta International Airport (JKIA). Mudavadi emphasized that any proposed expansion and modernization of this key national asset will follow due process as mandated by law to ensure maximum benefit for the country.
This clarification comes after the Kenya Airports Authority (KAA) received a Privately Initiated Proposal (PIP) from India’s Adani Airport Holdings in March 2024 to invest in national infrastructure priority projects. Addressing public concerns, Mudavadi stated, “Modernization of the Jomo Kenyatta International Airport will be conducted in strict adherence to our constitution and specifically in accordance with the legal framework established under the PPP Agreement.”
He reiterated that no terms have been agreed upon with the government concerning the proposal, which is currently undergoing the required due process, reviews, and negotiations in compliance with the Public-Private Partnerships (PPP) Act. “For the avoidance of any doubt, all terms and conditions of the proposed arrangement are subject to negotiation in accordance with the provisions of the PPP Act and no terms have been agreed upon as yet,” Mudavadi clarified.
Mudavadi assured that the government will prioritize Kenya’s national interest should the proposal proceed, ensuring that the private party is fully accountable for its obligations under the agreement. He also mentioned that if Adani Holdings is found unsuitable for the JKIA upgrade, the government will seek alternative proposals to bridge the infrastructure gap at the airport.
“As part of the review process, a detailed due diligence investigation of the project proponent will be conducted in accordance with the provisions of the PPP Act. If the results of the due diligence are not satisfactory or the proposal is not approved, the government will have recourse to other options including consideration of alternative airport proposals,” added Mudavadi.
Mudavadi’s assurance comes amid a wave of swirling allegations that Adani Holdings has signed a deal with the Kenya Airports Authority to have the company take over the improvement and management of the civil airports in the country. In an exclusive interview with The Africana Voice, Kisii Senator, who was first brought this issue to the limelight said he has credible information that Adani Holdings is eyeing to manage all of Kenya’s airports for eternity and also KenGen, KETRACO and the country’s traffic management system.
