Azimio leader Raila Odinga and Wiper party leader Kalonzo Musyoka were Tuesday present at the Kenyatta International Convention Centre for the signing of the IEBC Bill 2024 into law by President William Ruto. This new legislation broadens the qualifications for commissioners, now including those with expertise in accounting and information technology.
The endorsement of this bill, supported by the National Dialogue Committee (NADCO), heralds a pivotal advancement in electoral reform. It lays the groundwork for the reconstitution of the Independent Electoral and Boundaries Commission (IEBC), which is vital for the commission to fulfill its constitutional mandates effectively.
President Ruto pointed out the significance of the amendment, stating, “The Assent to the IEBC Amendment Bill marks a crucial step in realizing one of NADCO’s key recommendations. This bill facilitates the formation of a selection panel for the appointment of IEBC Commissioners.”
The IEBC, consisting of seven commissioners and a Chief Executive Officer who doubles as the commission secretary, is currently without commissioners following the expiry of the terms of Chairman Wafula Chebukati and commissioners Abdi Guliye and Bola Molu post-2022 elections. This situation was compounded by the resignation of four other commissioners, including Vice Chair Juliana Cherera, after the events at the Bomas of Kenya on August 15, 2022.
Amid these changes, Raila Odinga emphasized the need for continued dialogue, particularly in light of recent youth-led protests. He expressed optimism about ongoing consultations, stating, “After extensive consultations, we have agreed that dialogue is the way forward to address the crises in our country. We must provide a platform for everyone to be heard.”
Odinga also called on Kenyans to openly express their concerns as part of a broader effort to tackle pressing national issues through engaging and meaningful conversations, particularly with the youth, who form a significant portion of the population.
